Charter School Funding 101

Though HCCS is a public charter school under the Beaverton School District, we receive 15% less state funding per student than BSD schools. Here are some important things to know:
- Oregon public charter schools receive less than half the funding of their district school counterparts. [Read report by ECONorthwest]
- Unlike district schools, charter schools cannot use funds from taxpayer bonds and levies.
- Charter schools are not eligible for school transportation related grants.
- Grants we are eligible for are highly competitive and only provide short-term assistance.
HCCS is thankful to receive support from BSD for things like special education services. However, we do not receive any support from BSD for our facilities and we are not included in the district’s transportation or school lunch program.
HCCS Annual Budget Gap

The difference between the amount of state school funds we receive and what it truly costs to operate our language immersion school is referred to as our annual budget gap.
State school funds have historically been enough to cover most of our annual staffing costs. This means we must fundraise for the rest of our operating expenses, which includes our building lease, utilities and maintenance, school and office furniture, classroom technology, and more.
To close our annual budget gap, we do the following:
- Fundraise! Fundraise! Fundraise!
- Stay creative and diligent in our spending to keep costs down
- Rely heavily on volunteer support to keep costs down
- Apply for Grants as often as we can
- Maintain separate, fee-based programs like Tiny Dragons Preschool
- Sublease our school to other nonprofits
